There are currently no evidence-based toolkits that can enhance the ability of communities, police and the security services to identify groups that are about to transition into new terrorist entities. This problem is highlighted in the Horizon 2020 Secure Societies work programme and this funding award was used to formulate a programme of work that can address this knowledge gap and build a network to apply for Horizon 2020 funding under this topic.
