Biography

Dr Shivaun Quinlivan's research interests are in the area equality and education.  She is particularly interested in the area of the right to equality in education for children with disabilities.  For the past number of years her research focus has been the Right to Inclusive Education for Children with Disabilities and she is currently editing a volume on the The Right to Inclusive Education in International Human Rights Law (Cambridge University Press, forthcoming 2017).  This volume explores the theoretical foundations of the concept of inclusive education, it then explores implementation strategies and assesses inclusive education in practice in a series of national case studies. 

Shivaun holds a PhD from Trinity College Dublin, an LLM from King's College London, an LLB and BA from NUI Galway.  In addition Shivaun is qualified as a Barrister at Law from the Honourable Society of King's Inns.     

Dr Quinlivan has been a lecturer at the School of Law, NUI Galway since September 2000 and she teaches Constitutional Law, Inclusive Education Law and Policy and Irish Legal Systems across Law School Degree programmes.  In 2010, Dr Quinllivan coordinated the establishment of the LLM in International and Comparative Disability Law and Policy, for which she was the Programme Director from 2010-2016.  In addition she has developed a number of new modules including: Education and the Law, Disability Law Reform Challenges and Inclusive Education Law and Policy.   

Dr Quinlivan is keenly interested in the practical application of equality ideals and norms, to that end she has worked with many NGO's as well as statutory agencies including the
Equality Authority, the National Council for Special Education, the Association of Higher Education Access and Disability, the Health Service Executive, the European Commission as well as presenting on Days of General Discussion a the United Nations.  In addition she is a member of SIPTU's equality sub commitee, a committee member of the University Women's Network and a member of the Athena Swan Self Assessment Committee. 

Shivaun was recently awarded an O'Brien Residential Fellowship and has just completed her period in residence in the Centre for Human Rights and Legal Pluralism, Faculty of Law, McGill University, Quebec, Canada.
 
She has in the past been a member of a number of EU Networks of Legal Experts that assessed the incorporation of the Race Directive (2000/43/EC) and the Framework Employment Directive (2000/78/EC).  These projects aimed to assess throughout the then 25 Member States of the European Union the impact of these non-discrimination directives.  Shivaun is also keen to disseminate legal knowledge and has been involved in several projects that provide training, for example from 2004-2006 she acted as a project consultant on disability discrimination with the European Disability Discrimination Project.  More recently she provided training to members of the judiciary on "EU Disability Law and the UNCRPD (United Nations Convention on the Rights of Persons with Disabilities)," and "Applying European Anti-Discrimination Law"  these sessions are organised by The Academy of European Law - ERA, Trier, Germany.  This is part of the European Union’s Programme for Employment and Social Solidarity – PROGRESS (2007-2013).
