The research  examines how prior knowledge influences recipient cognition of counter-attitudinal messaging. It is hypothesised the cognitive response of high prior knowledge recipients to the advocacy of a counter-attitudinal message can lead to attitude moderation / modification. The research involves a quantitative survey of householders located adjacent to the proposed route of a controversial infrastructure project. The approach to and promotion of controversial projects will benefit from the research findings by way of future project policy formulation and planning.
